Vendors will have their amount of caps gradually increased, based on the player level. Works pretty much like in New Vegas. All vendors from the main game and DLCs (incl. scavengers and traders) will be affected. They will not have tens of thousands of caps for buying your stuff - this is overkill, plain and simple.

You may also look into Haley (An NPC from the Point Lookout DLC) who has a glitch that will eventually bring his repair skill up to 100.. If you are just looking to repair your unique items up to 100%, look into Alien Epoxy, a semi-repeatably obtainable consumable that instantly restores.

For 3 I have to say Moira, and for New Vegas Daniel Contreras, the Gun Runners, and the Sink Central Intelligence Unit in Old World Blues. Best Shop in NV is Quartermaster Bardon imo. He has 2 Lists which means he has very nice stuff for sale rather early. He also has by far the largest stock of ammo in the game.

If you invest in the caravans via the Merchant Empire quest, the caravans are by far the richest - they will stock between 500 and 1200 caps each (roughly). Most other merchants top out at less than 500, although Moira Brown can apparently go as high as 3,000. (The Wikia mentions this but gives no details).
